Stakeholder Engagement

 

The word “engagement” is used to talk about students in classrooms as well as parents in decision-making processes.  It means that they are actively involved and interested, attentive, and producing work that reflects the 4 Cs of Critical Thinking, Communication, Collaboration, and Creativity.  This is what we need to see during LCAP planning with all of our community stakeholders.

 

In school, teachers announce a clear lesson purpose, so that students know what they will learn about and what they should be able to do.  Parents at an LCAP meeting need a short presentation with helpful materials so that they understand what the LCAP is about, and then must be given plenty of time to talk with one another and suggest improvements in all eight CA State priority areas.

 

Teachers encourage students to think deeply and struggle to find good answers and creative solutions.  LCAP meeting facilitators need to be neutral, trained individuals who can ask probing questions to help participants come up with reflective answers to problems.  Attendees should most definitely not be “steered” to discuss only a few superficial aspects of their children’s school experience.

 

The same best practices for classroom learning must certainly be followed in public LCAP meetings so that stakeholders are authentically engaged as full partners in decision-making.

2015 LCAP Meetings Held

 

Avenal Elementary School -- February 10 at 6 p.m.

Avenal High School -- February 17 at 6 p.m.

Reef-Sunset Middle School -- February 23 at 6 p.m.

Kettleman City Elementary -- March 3 at 6 p.m.

Tamarack Elementary -- March 11 at 6 p.m.

LCAP Meeting at Tamarack Elementary

An LCAP planning meeting was held on March 11 in the Tamarack cafeteria.  There were around 20 parents attending, one other community member, plus the school principal, a teacher, and a school employee as interpreter.  Children were offered movies in the school library to free parents for active participation in discussions.

 

Principal Judy Horn gave a brief overview of LCAP actions taken so far in the 2014-15 school year, and then used California PTA materials to promote thinking about the Eight State Priority Areas for which school districts, with parent and community input, must establish goals and actions.  Ms. Horn answered questions posed in the materials, and encouraged parents to discuss each priority area with others sitting at their table.  She then distributed a brief survey which listed a number of items that the school/district might specifically choose to target, and asked them to circle five of these.  Parents were also encouraged to write down their comments, suggestions, and concerns.  The meeting lasted about one-and-one half hours, giving participants time to consider each priority area briefly.

 

LCAP Reunión en Tamarack Primaria

Una reunión de planificación LCAP se celebró el 11 de marzo en la cafetería Tamarack. LCAP Meeting at Kettleman City

The fourth public LCAP planning meeting was held in the Kettleman City Elementary School cafeteria on March 3 at 6 p.m.  Attendance was very small:  2 parents, 3 school administrators, 1 teacher (as translator), 2 high school students (as helpers), 2 elementary school students (with parents), one Avenal community member, and one Board member (this is the first time a school board member has attended an LCAP public meeting this year.)  

 

It is glaringly obvious that Parent Engagement needs to be a primary focus of the District's LCAP!

One of the required Eight State Priorities for LCAP accountability is that school districts get input from parents, students, and other stakeholders in developing their LCAPs.  (Ed Code 52060g)

There was excellent discussion amongst those present concerning the eight State Priorities, using PTA materials designed for guiding stakeholder conversations and planning.  Attendees spent about two hours sharing ideas and suggestions.

 

Not content to simply accept the disappointingly low attendance at this one meeting, they made plans to provide other opportunities this month to reach out to the school community, getting teachers and students involved.  More news on this will follow -- watch this website and school calendars!

 

Kettleman City will challenge other RSUSD schools to equal or exceed the participation that they achieve in the coming weeks!  So, let's use all of the suggestions and find other creative ways to make sure that all parents, student, and teachers are actively involved in updating the 2015-16 LCAP!

LCAP Meeting at RSMS

The third LCAP meeting was held February 23 at Reef-Sunset Middle School.  Attendance was 14-15 adults, most of them arriving after the start time -- perhaps 6 p.m. is not the best meeting time for many families?

 

The meeting was conducted by Dr. East and the two RSMS administrators.  Quite a lot of information was given out, but little stakeholder input was received.  It seems much easier for school leaders to “tell” than to “listen.”

 

After all of the “telling” there were a few questions, and the tone of the evening was casual and friendly.  An opportunity was given for attendees to respond to a very simple survey that offered choices of some areas in which the district could increase activity. 

 

However, the kinds of specific activity needed to improve schools in the eight CA State priority areas was not discussed.  Parents were given PTA handouts explaining these categories – there just wasn’t any time set aside for parents to discuss these in small work groups.  Avenal Elementary did a better job of this, with table groups who had discussion leaders to assist them.

 

Principal Guerrero talked about the changes he is planning for next year at the middle school, which include new student expectations as well as additional opportunities for sports and elective classes.

 

What is needed now is another meeting devoted to the purpose of actually promoting thoughtful parent discussion of the State priorities for the LCAP and the best use of school funding to bring about the kind of education they want for their children.

Reunión LCAP en RSMS

La tercera reunión LCAP se celebró 23 de febrero en Reef-Sunset Middle School. La asistencia fue de 14 a 15 adultos, la mayoría de ellos que lleguen después de la hora de inicio - quizás 18:00 no es el mejor momento de encuentro para muchas familias?

LCAP Meeting at Avenal High School

The second LCAP public meeting was held on February 17 at Avenal High School.  Turnout was very small -- only seven people came.  This is really not surprising because minimal effort was made to inform and encourage parents to come.  The high school principal commented that parents are not interested in these meetings, and their absence  proves that they are happy with things just as they are.  Do you believe this?

 

Meetings that are scheduled on the same evening as ball games and other meetings, and are not well advertised by multiple means in a timely manner, are less likely to attract a good turnout.  There are many ways that schools can announce important meetings to catch the attention of families, and to make it easier for them to participate.  The CA Department of Education has even published a "Family Engagement Framework" to help schools authentically engage parents in their children's education and make them active partners in decision-making.  Parent engagement is one of the 8 State Priorities.

 

Why are these ideas not being used in planning our district LCAP meetings?

LCAP Meeting at Avenal Elementary

The first of this year's LCAP public meetings was held on February 10 at Avenal Elementary School.  There was only a moderate turnout, due to the fact that the meeting was not well noticed.  Flyers and phone calls to parents were not started until the day of the meeting.   The only advance notice was on the school sign.  This did not send the message to the community that their presence was wanted and important. There was no notice or article in the Chimes News.

 

(Child care was not provided, nor were refreshments offered.)

 

The meeting began with an overview of LCFF/LCAP, then particpants broke up into table groups to talk about the eight priority areas that the LCAP must cover.  Translation and group guidance was provided for each group.

 

During the meeting, a brief paper "survey" was taken, listing some areas in which parents may feel the school district should focus more resources.  Areas of concern that were NOT included on this list were:  student discipline, health & social support services, two-way communication with the community, and providing a broad course of study for all students.

LCAP planning meetings are open to all parents, students, and community members.  Your voice needs to be heard, so please try to attend at least the meetings at the schools in which your children are enrolled.

 

A Public Hearing must be held before the school board votes to approve any tentative draft LCAP proposal.  BE at this Hearing and at the regular Board Meeting when the LCAP and 2015-2016 Budget are approved!  Speak up!
